Why would a service action show up as a recall? Nowhere in the post does it state that it is a recall?
These aren't recalls. GM has the same internal update/numbering system as NHTSA for their internal service updates and TSBs.
If a Dealer is saying its a recall it's actually called a Customer Satisfaction Program for non Safety related updates.

I don’t remember exactly, but it was pretty cool. Maybe close to freezing, quite possibly below. Yesterday’s attempt on the new update was a late evening at 75F (24C) after a daytime high of 90F (32C)What was ambient when you got the 34 minute time? I'm convinced the cooling system can't keep up with the high heat generated during DCFC. I think I saw throttling around 12x degrees. That's not much of a increase from the 90 degrees needed for max speeds.
